Background Story
You have helped Imec with his issues with the Council. You brought him a letter of acknowledgement about his petition getting in. He is now very confident that he'll get his merchant's permit (maybe more confident that he should be?).

You must have completed Legacy Imec's Petition to gain access to this one. This is a Daily Quest: You can repeat each day until you have spent all your Daily Points.
