Tondar is a mage of Tulimshar's magic academy, which is on the first floor of Tulimshar Castle, north of the Ferry. You will find Tondar standing in a classroom teaching his students. He will tell you the school is not accpting new students, he will teach you a very useful spell and answer a few questions.
