@alexander: Actually the text of the template already says it:
"The features described in this article are already implemented in the game. The article should describe how a certain aspect of the game currently works. You may of course edit this article to improve the description of the circumstances.(...)".
So we use it if it's an article which explains current content and can also be editted by players (therefore I deleted Status_green from the Game Rules which players shouldn't touch).
