Tipsy Skeletons are pretty cool guys. They hang out in Asphodel Moor, near Reid's Inn and strut around with their bowler hats on. Mind you, if you step on their toes, you are in for quite a battle. They might be tipsy, but they are well-trained in the battlefield and will give you a run for your money.
