Each island gets a single dignitary to go and live on Galas and decide laws and govern the fishing rights of each island. Ties to each vote are broken by the Captain of Naval Forces, Niles Bruen. The small islands like this because Niles grew up on one of the smaller islands and know their hardships, and the big islands like him because he usually lets them do what they want with their land. Ever since tonori sent out their cry for help Niles keeps a flotilla of four medium ships each to guard the ports of Tulimshar, Nivalis, and Hurnscald from pirates and water monsters like giant squid and ocean snakes that can grow up to 100 ft long. | |||

History
During the oppressive reign of the Keshlam dynasty, a defensive initiative was formed by the merging forces of the Tritan empire and the existing sum of trade organizations, who were all threatened in some fashion. A mock fleet of merchants, ferry-captains & pirates became the inception of the now mighty Ancean navy. Following to a sudden victory over Keshlam's invading forces, Ancea was formally founded, subsequently claiming the right to absolute administration over the entire ocean.
